Malaysia My Second Home (MM2H) Comparison Guide: Federal, Sabah, and Sarawak

Choosing the right long-term residency path inMalaysia with the various MM2H programs can be confusing and requires understanding the country’s Federal governing system. While the Federal MM2H program covers Peninsular Malaysia, the East Malaysian states of Sabah and Sarawak maintain unique constitutional autonomy over land and immigration.
This guide compares the 2026 criteria to help you align your residency goals with the correct administrative jurisdiction.

Federal MM2H (Peninsular Focus)
Ideal for those settling in West Malaysia’s urban hubs like Kuala Lumpur, Penang, or Johor Bahru which are the most developed areas in the country.
• Platinum: The "Gold Standard." Offers 20-year security and is the only category granting the right to work and conduct business. It is basically like a “20-year permanent residency” program, without being a permanent resident.
• Gold: A balanced 15-year residency for those seeking long-term stability without local employment needs.
• Silver: The most popular and versatile category. It offers a 5-year renewable block and is favored for its balanced entry requirements and flexibility to live anywhere in Peninsular Malaysia.
Special Economic Zone (SEZ)
• Geographic Focus: Specifically tied to Forest City, Johor only.
• The Advantage: Designed for those prioritizing a 10-year visa with the lowest capital lock-in available in West Malaysia. It is best suited for applicants who are comfortable with the specific investment environment of Forest City in exchange for an accessible residency gateway.
East Malaysian MM2H (Borneo)
• Sarawak (S-MM2H): Focused on financial ease. Property purchase is optional, making it perfect for those who do not want to be tied down to a property, and retirees seeking a nature-rich, low- pressure lifestyle.
• Sabah (SBH-MM2H): Aimed at those who have specifically chosen Sabah as their permanent base and wish to integrate into the local ecosystem.
Important Residency & Geographic Restrictions
A misconception that is sometimes going around is that any MM2H visa allows unrestricted "settling" anywhere in the country. Residency boundaries are administratively enforced:
• Federal MM2H: Holders are officially permitted to reside in Peninsular Malaysia. While you can visit East Malaysia as a tourist, you cannot establish a permanent official home in Sabah or Sarawak.
• East Malaysian Autonomy: Visas for Sabah and Sarawak are designed for those making Borneo their primary home.
o Sarawak: Holders are restricted from making Peninsular Malaysia their primary base.
o Sabah: Participants must maintain a physical home and reside in Sabah and meet the state's 30-day stay requirement.
Financial Considerations
Fixed Deposit Liquidity
• Federal (Inc. SEZ): Offers the most immediate liquidity for your fix deposit. You can withdraw up to 50% of the principal as soon as your visa is endorsed to cover property purchases or medical/education costs.
• East Malaysia: These programs typically require a one-year waiting period after endorsement before you can access up to 50% of the deposit for approved local expenses.
Property Purchase Mandate
• Federal Tiers: Purchasing a home is compulsory. Buyers must complete the purchase within 12 months of official residency date and hold it for 10 years. Note: For the SEZ category, the property must be purchased upfront from the developer directly before the application is submitted.
• Sarawak (S-MM2H): Remains the most flexible, as property purchase remains optional.
Summary: Which Path is Right for You?
• Choose Federal Silver: If you want maximum flexibility to live anywhere in West Malaysia with a balanced financial commitment.
• Choose Federal SEZ: If you are looking for the absolute lowest entry cost for a 10 years residency visa and comfortable with the economic condition and living environment of Forest City.
• Choose Federal Platinum: If you are a business person who requires the legal right to work or manage a company locally with a 20 years “almost permanent residency” status.
• Choose Sarawak or Sabah: If you specifically prefer the Borneo lifestyle and the lower financial requirements and are comfortable with residency being officially tied to those states.
