MM2H Participants Exempt from New Driving License Conversion Ban

Malaysia My Second Home (MM2H) participants will remain eligible to convert their foreign driving licenses to Malaysian ones despite a new directive from the Road Transport Department (JPJ). The department announced on May 16 that, effective May 19, foreign nationals will no longer be allowed to convert their overseas driving licenses to Malaysian licenses. However, MM2H participants will continue to enjoy this privilege.
Under the new ruling, foreigners staying in Malaysia for less than 12 months annually may still drive using an International Driving Permit (IDP) issued by their home country. Meanwhile, citizens from ASEAN nations can continue to use their domestic driving licenses in Malaysia, as per the 1985 Agreement on the Recognition of Domestic Driving Licenses Issued by ASEAN Countries.
The latest directive clarifies Malaysia’s stance on foreign driving license conversion while preserving existing privileges for long-term expatriates under the MM2H program.
