A Special Path to Residency: Move MM2H and Forest City

Forest City is a master-planned development on reclaimed land in Iskandar Puteri, Johor,positioned directly across the Strait from Singapore. Developed by Country Garden, it was designated Malaysia's first Special Financial Zone (SFZ) within the broader Johor-Singapore Special Economic Zone (JS-SEZ), a status that brings targeted tax incentives for residents and qualifying businesses, along with duty-free provisions on selected goods.
The development offers a range of residential options, from compact units of around 500 square feet designed for MM2H applicants, up to larger apartments and landed homes for buyers seeking more space. Prices for qualifying units under the SEZ MM2H pathway start from roughly RM500,000, making Forest City one of the more accessible entry points into Malaysian residential property among the country's MM2H-linked developments.
Move MM2H and Country Garden
Move (MM2H) Sdn. Bhd. works alongside Country Garden as the developer of Forest City to assist applicants through the Special Economic Zone (SEZ) tier of the MM2H program. Why the SEZ Tier Stands Apart
Malaysia's MM2H program currently runs on four tiers — Silver, Gold, Platinum,and SEZ — each with its own financial requirements and conditions. The SEZ tier, tied exclusively to Forest City, differs from the three national tiers in several respects that are worth setting out plainly:
Lower fixed deposit
The SEZ tier requires a fixed deposit of US$65,000 (or US$32,000 for applicants aged 50 and above), compared with US$150,000 for the Silver tier, the lowest of the national options. Up to half of this deposit can be withdrawn once the MM2H pass is approved.
Lower minimum age
Applicants can qualify for the SEZ tier from age 21, whereas the national tiers require aminimum age of 25.
Lower property threshold
The minimum qualifying property purchase under SEZ is RM500,000, against RM600,000 for Silver, RM1,000,000 for Gold, and RM2,000,000 for Platinum.
Residency flexibility
While the property must be purchased in Forest City, there is no requirement to live there. Visa holders may reside anywhere in Malaysia, including Kuala Lumpur,Penang, or elsewhere in Johor, and may rent the property out if they choose.
Same stay and dependent rules as other tiers.
Applicants aged 50 and above face no minimum annual stay requirement; those under 50 must spendat least 90 days a year in Malaysia. Dependents — spouse, unmarried children upto age 34, and parents or parents-in-law — can be included under broadly the same conditions as the national tiers.
Ten-year visa, renewable
The SEZ pass is issued for ten years and can be renewed, offering a longer-term horizon than the Silver tier at a materially lower financial commitment.
Taken together, these terms make the SEZ tier a practical option for applicants— particularly those over 50, or those looking for a lower-cost route into long-term Malaysian residency — who are comfortable holding property in Forest City without necessarily living there full-time.
